Roach, Esq. has built a life of service rooted in faith, family, education, and a deep love for the people of the Virgin Islands.</h4><p>Born in St. Kitts, Tregenza moved to St. Thomas at the age of eight to join his parents, Victor and Iona Roach, who had already made the Virgin Islands their home. He attended local schools and graduated from Charlotte Amalie High School. His story reflects the experience of many Virgin Islanders: a family pursuing opportunity, a young man shaped by community, and a public servant dedicated to giving back to the people and islands that helped raise him.</p><p>Tregenza attended the College of the Virgin Islands as a Holstein-Lewis scholar before earning a Bachelor of Journalism from the University of Missouri-Columbia. He began his career as a reporter and later News Editor at The Virgin Islands Daily News, where he developed a lasting respect for truth, accountability, and informed citizenship.</p><p>He later earned his Juris Doctor from the University of Connecticut School of Law and became a member of the Virgin Islands Bar in 1991.</p>

Since then, he has earned the confidence of voters and the respect of his colleagues, serving in key leadership roles, including President of the 33rd and 35th Legislatures and Vice President of the 34th Legislature.</p><p>As a senator, Novelle has focused on practical solutions that improve daily life for Virgin Islanders. His work includes probate reform, dedicated funding for agriculture, the creation of the St. Croix South Shore Trade Zone, expanded civics education for public high school students, behavioral healthcare reform, and the integration of VI Fire and Emergency Medical Services.</p><p>Novelle is also a husband, father, brother, uncle, and proud member of a large Virgin Islands family.</p><p>For Novelle, public service is personal. It is about protecting people, strengthening opportunity, and helping build a Virgin Islands where every family can live with dignity, safety, and hope.</p>

He worked as Legal Counsel to the Commissioner of Education, Executive Director of the Board of Education, faculty member at the University of the Virgin Islands, and senator in the 30th, 31st, and 32nd Legislatures.</p><p>As a Senator, he championed education, opportunities for young people, support for seniors, environmental stewardship, and expanded rights for Virgin Islanders. Among his most significant legislative achievements was sponsoring the law that made tuition-free higher education at the University of the Virgin Islands a reality, opening doors of opportunity for generations of students.</p><p>Since 2019, Roach has served as Lieutenant Governor of the U.S. Virgin Islands.</p><p>Throughout his career, Tregenza Roach has approached leadership as an opportunity to serve, solve problems, and improve the lives of the people of the Virgin Islands. His commitment to accountability, fairness, and public service continues to guide his work today.</p>

Those values have guided him through a lifetime of public service.</p><p>Novelle began his career in law enforcement and rose through the ranks with integrity and focus. He later served as Commissioner of Police, where he helped lead the Virgin Islands Police Department and worked to strengthen public safety across the Territory.</p><p>Over the course of his career, Novelle has taken the oath of office 13 times in service to the people of the Virgin Islands. Each oath reflects a continued commitment to protect, serve, and help move this Territory forward.</p>

<p>Government should work for the people, not stand in their way. A Roach Francis Administration will focus on four priorities: building a workforce that is valued and supported, creating a government that gets things done, ensuring transparency and accountability, and strengthening families and communities. From Day One, we will take practical steps to improve government performance, restore public trust, and deliver results that make a difference in the daily lives of Virgin Islanders.</p><h4>A Workforce that is Valued.</h4><h5>First 100 Days</h5><ul><li><p>Some of our public employees—the men and women who collect our trash, staff our clinics, maintain our roads, and keep government services running—have gone years without a settled contract. That is unfair to them, and every year those contracts remain unresolved, the government's financial obligation continues to grow. It also becomes harder to recruit and retain the experienced workers our communities depend on.</p></li><li><p>We will direct our negotiators to return to the table and work in good faith to resolve every expired agreement. We will also staff up the office responsible for labor negotiations so the backlog can finally be addressed and restore the systems needed to resolve labor disputes in a timely manner.</p></li><li><p>When public employees are respected and supported, government works better for everyone. Respecting our workforce is not an expense. It is an investment in the people who deliver the services our communities rely on every day.</p></li></ul><h4>Fill the Empty Chairs, and Fill Them on Merit.</h4><h5>First 100 Days</h5><ul><li><p>Today, more than 100 seats on our boards and commissions are vacant. These are the bodies responsible for helping oversee our hospitals, schools, utilities, and other essential services. When seats remain empty, decisions are delayed, oversight suffers, and government cannot perform the way it should.</p></li><li><p>In our first 100 days, we will send legislation to create a standing commission responsible for keeping these positions filled. Qualified individuals will be selected based on their knowledge, experience, and ability to serve—not political connections and every island will have fair representation.</p></li><li><p>We will also invest in leadership development and modernize government operations so agencies can respond faster and deliver results more effectively.</p></li><li><p>Government should move at the speed of the people's needs. Our goal is a government that acts, responds, and gets things done.</p></li></ul><h4>Open and Accountable Government.</h4><h5>First 100 Days</h5><ul><li><p>Public trust is earned through transparency, accountability, and results. Our people deserve to see how decisions are made, how contracts are awarded, or how public dollars are spent.</p></li><li><p>Government should never operate behind closed doors. We will open the books by putting government contracts, spending, and key performance information online and in plain view.</p></li><li><p>We will strengthen oversight, support accountability measures, and ensure agencies meet the standards the public expects and deserves. A government that works for the people should also be visible to the people.</p></li></ul><h4>Stronger Families and Communities.</h4><ul><li><p>In our Territory, settling an estate can drag on for years, sometimes decades—while the house sits empty, the title stays clouded, and a family's wealth quietly disappears. That is how good land goes to ruin and how generations lose what their parents or grandparents worked for.</p></li><li><p>We will set a real target to resolve uncontested estates in a matter of months, not lifetimes; create a help desk in the Lieutenant Governor's Office to walk families through the paperwork before they ever see a courtroom; and work with the Legislature to add the court capacity needed to clear the backlog for good.</p></li><li><p>We will also support housing restoration, neighborhood revitalization, and beautification initiatives that help strengthen communities across the Territory.</p></li><li><p>Strong communities begin with strong families. <h2>A Government That Gets Things Done<br></h2>

<p>Public safety is fundamental to quality of life. Safe communities allow families to put down roots, businesses to grow, and neighborhoods to reach their full potential. A Roach Francis Administration will focus on four priorities: preventing crime, supporting effective law enforcement, protecting vulnerable residents, and reducing repeat offending. From Day One, we will take a balanced approach that combines accountability, prevention, technology, and community partnership to make our neighborhoods safer.</p><h4>Light, presence and prevention.</h4><h5>First 100 Days</h5><ul><li><p>Families and business owners deserve safe neighborhoods where they can live, work, and gather without fear. Broken streetlights, neglected public spaces, and persistent crime hotspots can undermine safety and quality of life in communities across the Territory.</p></li><li><p>We will begin a territory-wide assessment of streetlighting and public safety infrastructure, increase visibility in high-crime areas, expand community policing efforts, and support initiatives that help neighborhoods become safer and more secure.</p><p>Safer communities are built through prevention, visibility, and strong partnerships between residents and law enforcement.</p></li></ul><h4>Support the Officers Who Protect Our Communities.</h4><h5>First 100 Days</h5><ul><li><p>The Virgin Islands Police Department continues to face staffing shortages, recruitment challenges, and increasing demands on its officers. Public safety depends on having the personnel, training, technology, and resources needed to serve communities effectively.</p></li><li><p>We will expand recruitment and retention efforts, create additional pathways into law enforcement careers, modernize equipment and technology, and advance initiatives that promote accountability and public trust.</p><p>A safer Virgin Islands requires a professional, well-trained, and properly supported police force.</p></li></ul><h4>Treatment, second chances, and zero tolerance for trafficking.</h4><ul><li><p>Human trafficking, child exploitation, and crimes against vulnerable individuals have no place in our Territory. Protecting victims and preventing exploitation requires coordination among law enforcement, service providers, schools, and community organizations.</p></li><li><p>We will expand partnerships with federal agencies, increase victim support services, enhance public awareness and prevention efforts, and ensure anti-trafficking initiatives receive the attention and resources they deserve.</p><p>Public safety means protecting those who are most vulnerable and holding offenders accountable.</p></li></ul><h4>Create Pathways to Rehabilitation and Recovery.</h4><ul><li><p>Public safety is strengthened when fewer people return to crime. Individuals leaving incarceration often face barriers to employment, housing, treatment, and support that increase the likelihood of reoffending.</p></li><li><p>We will expand reentry services, increase workforce training opportunities, support substance abuse treatment and recovery programs, and partner with community organizations to help individuals successfully reintegrate into society.</p><p>Reducing crime requires accountability, opportunity, and support. <h2>Safe Streets and Strong Communities</h2>

<p>ST. THOMAS, U.S. VIRGIN ISLANDS — Lieutenant Governor Tregenza A. Roach, Esq. and Sen. Novelle E. Francis Jr. formally filed their nomination papers Thursday with the Virgin Islands Elections System, placing themselves among a growing field of candidates vying to lead the U.S. Virgin Islands as what both men describe as a pivotal moment for the territory. A formal campaign launch is scheduled for May 30. </p><p>"It is indeed serious — and I don't take a single moment of it lightly, because the people of the Virgin Islands deserve leaders who understand that this isn't about us, it's about them," Roach said following the filing. </p><p>The ticket pairs two figures with careers that span the full breadth of the territory's public institutions. Roach, a former adjunct professor at the University of the Virgin Islands and former Executive Director of the Virgin Islands Board of Education, has served as lieutenant governor since 2019. Francis, who represents the St. Croix district and has twice been elected Senate President, previously served as Commissioner of Police — giving the ticket a law enforcement credential that few gubernatorial candidates can claim. </p><p>"The Virgin Islands is at an inflection point," Roach said. "Novelle Francis and I believe we have the necessary experience, a vision shaped by the people, and the deep love for this territory to make sure we get the next chapter right." </p><p>Their platform targets chronic energy instability, public infrastructure, health care, and education. But the campaign's deeper argument is a pointed one: the di erence between politicians and public servants. In a territory where trust and accountability in public o icials are increasingly on the ballot, the ticket is betting that a record of tangible service will carry more weight than political ambition alone. </p><p>Francis, addressing skeptics who see the ticket as a continuation of the current administration, was direct. "Eight years isn't more of the same," he said. "It's a foundation built on experience, hard lessons, and an honest understanding of what this territory still needs." </p><p>On the question of competitors, Roach deferred to the electorate. "I respect anyone willing to serve," he said, "but at the end of the day, the people of the Virgin Islands will decide who they trust — and I have complete faith in their judgment." </p><p></p><p style="text-align: center;">###</p>

<p>Every child deserves access to a high-quality education that prepares them for success in school, work, and life. A Roach Francis Administration will focus on four priorities: strengthening learning from the earliest years, preparing students for careers and college, supporting teachers and families, and ensuring every child has the tools and support they need to succeed. We will work to build an education system that creates opportunity and keeps our young people on a path to success right here in the Virgin Islands.</p><h4>Give Every Child a Strong Start.</h4><ul><li><p>Many students enter school already behind in key areas of learning. Early literacy challenges and delayed interventions can make it harder for children to succeed as they move through the education system.</p></li><li><p>We will strengthen early childhood education by fully implementing PreK–3 certification requirements, expanding access to quality early learning opportunities, and ensuring students receive the academic support they need during the most important years of development.</p><p>When children start strong, they are more likely to succeed in school, graduate, and build successful futures.</p></li></ul><h4>Connect Education to Real Opportunity.</h4><ul><li><p>Education should prepare students for life after graduation. The connection between the classroom and future careers is not always clear, leaving students without a defined pathway to college, entrepreneurship, technical professions, or the workforce.</p></li><li><p>We will expand Career and Technical Education (CTE), strengthen partnerships with the University of the Virgin Islands, increase dual-enrollment opportunities, invest in STEAM pathways, and align workforce training with the industries creating jobs in the Virgin Islands.</p><p>Students should graduate with a plan, a purpose, and the skills needed to succeed.</p></li></ul><h4>Invest in Teachers, Families, and Schools.</h4><ul><li><p>Great schools depend on great teachers, strong leadership, and engaged families. Teacher shortages, leadership vacancies, and uneven access to resources continue to place strain on schools and affect student success.</p></li><li><p>We will grow our own teacher pipeline, strengthen school leadership, improve district accountability, expand professional development opportunities, and ensure schools have the technology and connectivity needed to support teaching and learning.</p><p>When we invest in educators and schools, we invest in the success of every student.</p></li></ul><h4>Meet Students Where They Are. No child left without support.</h4><p>Every child learns differently, and every child deserves the support needed to succeed. THOMAS, U.S. VIRGIN ISLANDS — The two will address supporters during a territory-wide announcement event from 6 p.m. to 8 p.m. at Victor’s Hideout on St. Thomas.</span></p><p>“This campaign is about trust, service and the future we can build together,” Roach said. “We are inviting Virgin Islanders from every island, every neighborhood and every walk of life to join us as we begin this next chapter of public service.”</p><p>Francis, who is currently serving his sixth term in the Legislature of the Virgin Islands — including two terms as Senate President — and who previously served as Commissioner of the Virgin Islands Police Department, said his decision to join the ticket was rooted in shared values and a commitment to public service.</p><p>“Tregenza Roach and I are ready to meet this moment by serving with purpose,” Francis said. “That means strengthening trust in public service and building a government that’s in service to you, not for the few.”</p><p>The May 30 event will give Virgin Islanders the opportunity to hear directly from both candidates as they begin their campaign for the Aug. 1 primary election.</p><p>Supporters, residents, and members of the community are invited to attend in person or to follow the announcement live on the campaign’s official digital platforms. These shortages place additional pressure on providers and can make it harder for patients to access timely care.</p></li><li><p>We will expand recruitment and retention efforts, strengthen partnerships with the University of the Virgin Islands, maximize available federal workforce programs, and create stronger pathways for Virgin Islanders to enter healthcare careers. We will also develop incentives that help attract and retain healthcare professionals in the Territory.</p><p>A stronger healthcare workforce means greater access to care, shorter wait times, and better health outcomes for everyone.</p></li></ul><h4>Bring Healthcare Closer to Home.</h4><ul><li><p>Residents should not have to leave the Territory or wait months for appointments to receive the care they need.
