He attended local schools and graduated from Charlotte Amalie High School. His story reflects the experience of many Virgin Islanders: a family pursuing opportunity, a young man shaped by community, and a public servant dedicated to giving back to the people and islands that helped raise him.Tregenza attended the College of the Virgin Islands as a Holstein-Lewis scholar before earning a Bachelor of Journalism from the University of Missouri-Columbia. He began his career as a reporter and later News Editor at The Virgin Islands Daily News, where he developed a lasting respect for truth, accountability, and informed citizenship.He later earned his Juris Doctor from the University of Connecticut School of Law and became a member of the Virgin Islands Bar in 1991.

A Roach Francis Administration will focus on four priorities: building a workforce that is valued and supported, creating a government that gets things done, ensuring transparency and accountability, and strengthening families and communities. From Day One, we will take practical steps to improve government performance, restore public trust, and deliver results that make a difference in the daily lives of Virgin Islanders.<h3>A Workforce that is Valued.</h3><h4>First 100 Days</h4><ul><li>Some of our public employees—the men and women who collect our trash, staff our clinics, maintain our roads, and keep government services running—have gone years without a settled contract. That is unfair to them, and every year those contracts remain unresolved, the government's financial obligation continues to grow. It also becomes harder to recruit and retain the experienced workers our communities depend on.</li><li>We will direct our negotiators to return to the table and work in good faith to resolve every expired agreement. We will also staff up the office responsible for labor negotiations so the backlog can finally be addressed and restore the systems needed to resolve labor disputes in a timely manner.</li><li>When public employees are respected and supported, government works better for everyone. Respecting our workforce is not an expense. It is an investment in the people who deliver the services our communities rely on every day.</li></ul><h3>Fill the Empty Chairs, and Fill Them on Merit.</h3><h4>First 100 Days</h4><ul><li>Today, more than 100 seats on our boards and commissions are vacant. These are the bodies responsible for helping oversee our hospitals, schools, utilities, and other essential services. When seats remain empty, decisions are delayed, oversight suffers, and government cannot perform the way it should.</li><li>In our first 100 days, we will send legislation to create a standing commission responsible for keeping these positions filled. Qualified individuals will be selected based on their knowledge, experience, and ability to serve—not political connections and every island will have fair representation.</li><li>We will also invest in leadership development and modernize government operations so agencies can respond faster and deliver results more effectively.</li><li>Government should move at the speed of the people's needs. Our goal is a government that acts, responds, and gets things done.</li></ul><h3>Open and Accountable Government.</h3><h4>First 100 Days</h4><ul><li>Public trust is earned through transparency, accountability, and results. Our people deserve to see how decisions are made, how contracts are awarded, or how public dollars are spent.</li><li>Government should never operate behind closed doors. We will open the books by putting government contracts, spending, and key performance information online and in plain view.</li><li>We will strengthen oversight, support accountability measures, and ensure agencies meet the standards the public expects and deserves. A government that works for the people should also be visible to the people.</li></ul><h3>Stronger Families and Communities.</h3><ul><li>In our Territory, settling an estate can drag on for years, sometimes decades—while the house sits empty, the title stays clouded, and a family's wealth quietly disappears. That is how good land goes to ruin and how generations lose what their parents or grandparents worked for.</li><li>We will set a real target to resolve uncontested estates in a matter of months, not lifetimes; create a help desk in the Lieutenant Governor's Office to walk families through the paperwork before they ever see a courtroom; and work with the Legislature to add the court capacity needed to clear the backlog for good.</li><li>We will also support housing restoration, neighborhood revitalization, and beautification initiatives that help strengthen communities across the Territory.</li><li>Strong communities begin with strong families. Protecting generational wealth means protecting the future of the Virgin Islands.</li></ul>

From Day One, we will take a balanced approach that combines accountability, prevention, technology, and community partnership to make our neighborhoods safer.<h3>Light, presence and prevention.</h3><h4>First 100 Days</h4><ul><li>Families and business owners deserve safe neighborhoods where they can live, work, and gather without fear. Broken streetlights, neglected public spaces, and persistent crime hotspots can undermine safety and quality of life in communities across the Territory.</li><li>We will begin a territory-wide assessment of streetlighting and public safety infrastructure, increase visibility in high-crime areas, expand community policing efforts, and support initiatives that help neighborhoods become safer and more secure.Safer communities are built through prevention, visibility, and strong partnerships between residents and law enforcement.</li></ul><h3>Support the Officers Who Protect Our Communities.</h3><h4>First 100 Days</h4><ul><li>The Virgin Islands Police Department continues to face staffing shortages, recruitment challenges, and increasing demands on its officers. Public safety depends on having the personnel, training, technology, and resources needed to serve communities effectively.</li><li>We will expand recruitment and retention efforts, create additional pathways into law enforcement careers, modernize equipment and technology, and advance initiatives that promote accountability and public trust.A safer Virgin Islands requires a professional, well-trained, and properly supported police force.</li></ul><h3>Treatment, second chances, and zero tolerance for trafficking.</h3><ul><li>Human trafficking, child exploitation, and crimes against vulnerable individuals have no place in our Territory. Protecting victims and preventing exploitation requires coordination among law enforcement, service providers, schools, and community organizations.</li><li>We will expand partnerships with federal agencies, increase victim support services, enhance public awareness and prevention efforts, and ensure anti-trafficking initiatives receive the attention and resources they deserve.Public safety means protecting those who are most vulnerable and holding offenders accountable.</li></ul><h3>Create Pathways to Rehabilitation and Recovery.</h3><ul><li>Public safety is strengthened when fewer people return to crime. Individuals leaving incarceration often face barriers to employment, housing, treatment, and support that increase the likelihood of reoffending.</li><li>We will expand reentry services, increase workforce training opportunities, support substance abuse treatment and recovery programs, and partner with community organizations to help individuals successfully reintegrate into society.Reducing crime requires accountability, opportunity, and support. When people have a genuine chance to rebuild their lives, communities become safer and stronger.</li></ul>

Safe Streets and Strong Communities

ST. THOMAS, U.S. VIRGIN ISLANDS — Lieutenant Governor Tregenza A. Roach, Esq. and Sen. Novelle E. Francis Jr. formally filed their nomination papers Thursday with the Virgin Islands Elections System, placing themselves among a growing field of candidates vying to lead the U.S. Virgin Islands as what both men describe as a pivotal moment for the territory. A formal campaign launch is scheduled for May 30. "It is indeed serious — and I don't take a single moment of it lightly, because the people of the Virgin Islands deserve leaders who understand that this isn't about us, it's about them," Roach said following the filing. The ticket pairs two figures with careers that span the full breadth of the territory's public institutions. Roach, a former adjunct professor at the University of the Virgin Islands and former Executive Director of the Virgin Islands Board of Education, has served as lieutenant governor since 2019. Francis, who represents the St. Croix district and has twice been elected Senate President, previously served as Commissioner of Police — giving the ticket a law enforcement credential that few gubernatorial candidates can claim. "The Virgin Islands is at an inflection point," Roach said. "Novelle Francis and I believe we have the necessary experience, a vision shaped by the people, and the deep love for this territory to make sure we get the next chapter right." Their platform targets chronic energy instability, public infrastructure, health care, and education. But the campaign's deeper argument is a pointed one: the di erence between politicians and public servants. In a territory where trust and accountability in public o icials are increasingly on the ballot, the ticket is betting that a record of tangible service will carry more weight than political ambition alone. Francis, addressing skeptics who see the ticket as a continuation of the current administration, was direct. "Eight years isn't more of the same," he said. "It's a foundation built on experience, hard lessons, and an honest understanding of what this territory still needs." On the question of competitors, Roach deferred to the electorate. "I respect anyone willing to serve," he said, "but at the end of the day, the people of the Virgin Islands will decide who they trust — and I have complete faith in their judgment." ###

Every child deserves access to a high-quality education that prepares them for success in school, work, and life. A Roach Francis Administration will focus on four priorities: strengthening learning from the earliest years, preparing students for careers and college, supporting teachers and families, and ensuring every child has the tools and support they need to succeed. We will work to build an education system that creates opportunity and keeps our young people on a path to success right here in the Virgin Islands.<h3>Give Every Child a Strong Start.</h3><ul><li>Many students enter school already behind in key areas of learning. Early literacy challenges and delayed interventions can make it harder for children to succeed as they move through the education system.</li><li>We will strengthen early childhood education by fully implementing PreK–3 certification requirements, expanding access to quality early learning opportunities, and ensuring students receive the academic support they need during the most important years of development.When children start strong, they are more likely to succeed in school, graduate, and build successful futures.</li></ul><h3>Connect Education to Real Opportunity.</h3><ul><li>Education should prepare students for life after graduation. The connection between the classroom and future careers is not always clear, leaving students without a defined pathway to college, entrepreneurship, technical professions, or the workforce.</li><li>We will expand Career and Technical Education (CTE), strengthen partnerships with the University of the Virgin Islands, increase dual-enrollment opportunities, invest in STEAM pathways, and align workforce training with the industries creating jobs in the Virgin Islands.Students should graduate with a plan, a purpose, and the skills needed to succeed.</li></ul><h3>Invest in Teachers, Families, and Schools.</h3><ul><li>Great schools depend on great teachers, strong leadership, and engaged families. Teacher shortages, leadership vacancies, and uneven access to resources continue to place strain on schools and affect student success.</li><li>We will grow our own teacher pipeline, strengthen school leadership, improve district accountability, expand professional development opportunities, and ensure schools have the technology and connectivity needed to support teaching and learning.When we invest in educators and schools, we invest in the success of every student.</li></ul><h3>Meet Students Where They Are. No child left without support.</h3>Every child learns differently, and every child deserves the support needed to succeed. Students face a range of challenges, including absenteeism, mental health concerns, learning disabilities, and other barriers that can affect academic success.We will expand student support services, strengthen after-school and alternative programs, improve attendance interventions, provide wraparound supports, and create stronger partnerships among schools, families, and community organizations.Success should not be determined by a student's circumstances. Every child deserves the opportunity to learn, grow, and reach their full potential.

How we care for our families, our seniors, and our most vulnerable residents says a great deal about who we are as a people. We will focus on four priorities: supporting seniors and caregivers, expanding housing and affordability, strengthening food security, and investing in healthier, more connected communities.From Day One, we will work to improve quality of life, expand opportunity, and ensure every Virgin Islander can live with dignity, security, and the support they need to thrive.<h3>Dignity for the elders who built these islands.</h3><ul><li>Our senior population is growing, and families across the Virgin Islands are seeking greater access to the care and support their loved ones need. Limited long-term care options, caregiver challenges, and gaps in community-based services often leave families with difficult choices.</li><li>We will make expanding senior services a priority by pursuing additional federal resources, expanding caregiver support programs, accelerating senior housing and care projects already underway, and increasing opportunities for seniors to receive care in their homes and communities.Every Virgin Islander deserves the opportunity to age with dignity, independence, and the support they need close to home.</li></ul><h3>Help Families Build Stability.</h3><ul><li>Housing costs are placing increasing pressure on working families, seniors, and young adults seeking to build a future in the Virgin Islands. At the same time, the Territory continues to face challenges related to homelessness, housing availability, and pathways to homeownership.</li><li>We will create more affordable housing opportunities, provide additional support for first-time homebuyers, improve access to housing assistance programs, and partner with public, private, and nonprofit organizations to address homelessness and housing insecurity.Strong communities begin with stable housing. Safe and affordable housing should be within reach for every family.</li></ul><h3>Build a More Self-Sufficient Virgin Islands.</h3><ul><li>The Virgin Islands imports most of the food we consume, making families vulnerable to supply chain disruptions, rising prices, and external economic pressures. Strengthening local agriculture is critical to both food security and economic resilience.</li><li>We will invest in local farmers, develop agricultural infrastructure, create more farm-to-market opportunities, increase access to locally grown food, and pursue policies that help make agriculture a viable industry for future generations.A stronger food system keeps more dollars in our economy, improves food security, and builds resilience for the future.</li></ul><h3>Create Places Where Families Can Thrive.</h3><ul><li>Parks, recreation, transportation, vibrant town centers, and accessible public spaces all contribute to quality of life. Access to primary care, behavioral health services, specialty care, and long-term care remains a challenge for many families.</li><li>We will expand community health services, strengthen telehealth access, improve behavioral healthcare services, support preventative health initiatives, and help ensure residents can receive more of the care they need close to home.Healthcare should be accessible, affordable, and available when people need it most.</li></ul><h3>Fight for Healthcare Equity: Putting Virgin Islanders on Equal Footing</h3><ul><li>Federal healthcare policies continue to place the Virgin Islands at a disadvantage when it comes to funding, reimbursement, and access to critical services.
