<ul><li>Fill the empty chairs, and fill them on merit. (First 100 Days) Right now, more than a hundred of our boards and commissions sit half-empty or frozen — bodies that are supposed to oversee our hospitals, our schools, our utilities, making no decisions at all because no one is in the seat. That is how a government stops working without anyone deciding to break it. In our first hundred days, we will send the Legislature a plan to create a standing commission whose only job is to keep those seats filled — with qualified people chosen for what they know, not who they know, and with every island fairly represented. When a seat opens, the clock starts. No critical post stays empty for months on end.</li><li>Honor the people who keep this government running. (Day One) Some of our public workers — the men and women who collect our waste, staff our clinics, keep the lights of government on — have gone years without a settled contract. That is not just unfair to them; every year we delay, the bill the government owes them grows larger. On Day One, we will direct our negotiators to go back to the table on every expired agreement, in good faith, and we will fully staff the office that does that work so the backlog finally moves. Treating our workforce with respect is not a cost. It is the foundation of a government that functions.</li><li>Stop letting our families lose their land. (First Term) In these islands, settling an estate can drag on for years — sometimes decades — while the house sits empty, the title stays clouded, and a family's wealth quietly disappears. That is how good land goes to ruin and how generations lose what their grandparents worked for. We will set a real target to resolve uncontested estates in a matter of months, not lifetimes; create a help desk in the Lieutenant Governor's office to walk families through the paperwork before they ever see a courtroom; and work with the Legislature to add the court capacity to clear the backlog for good. And we will open the books — putting government contracts and spending online, in plain view, because a government that works for you is one you can actually watch.</li></ul>

A Government That Works for You

<ul><li>Light, presence, and prevention. (First 100 Days) Crime grows in darkness and in absence. So we will start with the basics that work: in our first hundred days, we will audit and repair the broken streetlights across Christiansted, Frederiksted, Charlotte Amalie, and Cruz Bay, and set up an emergency fund so a dark street gets fixed in days, not years. We will put officers where the data says crime is happening, use modern crime analysis to guide where they go, and expand the responsible use of police drones — with clear privacy protections written in from the start, because keeping people safe and respecting their rights are not opposing goals. They are the same goal. Learn More</li><li>Rebuild the force from the ground up. (First Term) We ask our officers to do more with less, and then we wonder why we can't keep them. A starting salary of thirty-five thousand dollars cannot compete, and there is no real pathway pulling our own young people toward the badge. We will bring back a dedicated recruiter, reinstate the cadet program in every high school so a Virgin Islands youth can see a future in law enforcement, and back it up with real incentives — help buying a home, free tuition at UVI, and bonuses for officers who stay and serve. A police force that reflects the community and lives in the community is the safest force we can have.</li><li>Treatment, second chances, and zero tolerance for trafficking. (First Term) Much of the crime we see is driven by addiction we have refused to treat and by people leaving prison with no plan and no support. So we will treat addiction as the health crisis it is — expanding drug courts and treatment instead of just filling cells — and we will make sure every person leaving incarceration has a real ninety-day transition plan into a job, with reentry training tied directly to the reconstruction trades. We will start that protocol in the first hundred days. And on the trafficking that has made our district one of the worst per capita in the nation, there is no nuance and no patience: we will fully fund our anti-trafficking council, lock arms with our federal partners, and pursue it without mercy.</li></ul>

Safe Streets and Strong Communities

ST. THOMAS, U.S. VIRGIN ISLANDS — Lieutenant Governor Tregenza A. Roach, Esq. and Sen. Novelle E. Francis Jr. formally filed their nomination papers Thursday with the Virgin Islands Elections System, placing themselves among a growing field of candidates vying to lead the U.S. Virgin Islands as what both men describe as a pivotal moment for the territory. A formal campaign launch is scheduled for May 30. "It is indeed serious — and I don't take a single moment of it lightly, because the people of the Virgin Islands deserve leaders who understand that this isn't about us, it's about them," Roach said following the filing. The ticket pairs two figures with careers that span the full breadth of the territory's public institutions. Roach, a former adjunct professor at the University of the Virgin Islands and former Executive Director of the Virgin Islands Board of Education, has served as lieutenant governor since 2019. Francis, who represents the St. Croix district and has twice been elected Senate President, previously served as Commissioner of Police — giving the ticket a law enforcement credential that few gubernatorial candidates can claim. "The Virgin Islands is at an inflection point," Roach said. "Novelle Francis and I believe we have the necessary experience, a vision shaped by the people, and the deep love for this territory to make sure we get the next chapter right." Their platform targets chronic energy instability, public infrastructure, health care, and education. But the campaign's deeper argument is a pointed one: the di erence between politicians and public servants. In a territory where trust and accountability in public o icials are increasingly on the ballot, the ticket is betting that a record of tangible service will carry more weight than political ambition alone. Francis, addressing skeptics who see the ticket as a continuation of the current administration, was direct. "Eight years isn't more of the same," he said. "It's a foundation built on experience, hard lessons, and an honest understanding of what this territory still needs." On the question of competitors, Roach deferred to the electorate. "I respect anyone willing to serve," he said, "but at the end of the day, the people of the Virgin Islands will decide who they trust — and I have complete faith in their judgment." ###

ROACH AND FRANCIS ENTER VIRGIN ISLANDS GOVERNOR'S RACE

<ul><li>High standards — backed by real help. (First Term) Let's be honest about where we are: barely one in twenty of our students meets the standard in math, and fewer than one in five in reading. We cannot pretend our way past that by passing children along grade after grade until a diploma means nothing. But the answer is not to punish a child for a system that failed them. We will set clear benchmarks — reading and math by third grade, science by fifth — and we will surround the students who fall behind with tutoring, intervention, and support to catch up. Standards that mean something, and the help to meet them. That is how you lift a child, not how you hold one back.</li><li>Grow our own teachers. (First Term) We cannot keep flying in teachers from around the world and hoping they stay. The most reliable teacher in a Virgin Islands classroom is a Virgin Islander who grew up in these islands and plans to grow old in them. So we will offer a free education degree at the University of the Virgin Islands to any resident who commits to teaching in our public schools for at least five years, and open a faster path for those changing careers to step into the classroom. We start building that pipeline in the first hundred days, because the shortage is real now.</li><li>Bring back the trades. (First Term) Over the last twenty years, we lost half of our career and technical programs — at the very moment a multibillion-dollar rebuild is desperate for skilled hands. That is a failure we can fix. We will expand hands-on training back into our middle and high schools, stand up and fund the new technical college so a young person has a real path to a credential and a paycheck, and tie apprenticeships directly to the reconstruction work happening right outside their windows. A good trade is a good life. Let's make sure our kids can build one here.</li></ul>

“Our schools should do more than help a child pass a test. They should prepare every child for a life, a career, and a future right here at home.”

Schools That Give Every Child a Real Shot

<ul><li>Dignity for the elders who built these islands. (Day One) We are the only place in America that does not draw on a basic federal program that lets seniors get care at home instead of in a hospital or off-island, far from family. That is a failure of paperwork, not of resources, and on Day One we will begin the filing to fix it. We will finish the expansion of our senior homes, pursue federal dollars to build more affordable senior housing, and protect the people who spent their lives serving these islands — phasing in a cost-of-living raise for our lowest-income retirees. And now that the rum-tax dollars that help fund their pensions have been secured permanently, our job is to make sure that money actually reaches the retirees it was meant for — not the big distilleries — and is invested with the strictest standard of safety, because a retiree's security is not something we gamble with.</li><li>A roof over every head. (First Term) Rents have nearly doubled since the storms, and on any given night hundreds of our neighbors have nowhere to sleep while our shelter system has only a handful of beds. We will build affordable housing using the federal tools made for exactly this, open real pathways to homeownership, and — in the first hundred days — bring our homelessness system into the compliance that unlocks millions in federal funding we are currently leaving on the table. And because the single biggest bite out of a family's budget is the power bill, the WAPA reform in this plan is also a cost-of-living plan.</li><li>Feed ourselves, and treat all three islands fairly. (First Term) We import almost everything we eat, which means every storm and every shipping delay hits our families in the stomach. We will set a real, measurable goal to grow far more of our own food, report our progress to you every single year, and clear away the taxes and red tape that make local produce cost more than imported. And we will keep faith with St. John — the island that gives the most and too often gets the least. We will reopen the public roads that were closed without right, dedicate a fair share of St. John's own visitor revenue to St. John's roads and water, and get those FEMA-approved standby generators finally running, with a written timeline due within thirty days. Fairness across all three islands is not a favor. It is the whole idea of One Virgin Islands.</li></ul>

“You can measure a community by how it treats its families and its most vulnerable. By that measure, we have work to do — and we intend to do it.”

Taking Care of Our Families and Our Elders

<ul><li>Fix WAPA — with the truth first, and the people in charge. (Day One) Virgin Islanders pay the highest electric rates of any American jurisdiction for some of the least reliable power. Before we restructure anything, we owe the public the truth: on Day One we will order the long-overdue forensic audit so we know exactly what went wrong and who is responsible — because no one should be able to walk away from this mess in the dark. Then we will bring in private discipline and capital through a partnership with hard, enforceable targets — but the utility stays owned by the people of these islands. Let me be clear: no outside control board will run our power. Virgin Islanders will. And we will finally meet the renewable-energy targets that have sat ignored on the books for sixteen years, tying every step toward clean power to lower bills for the people who pay them.</li><li>Spend the recovery money faster — and build it to last. (Day One) We have billions in recovery funds anticipated since the storms, but only about a fifth of it has actually been spent. At this pace, experts say it could take fifteen years to finish — fifteen more years of waiting. We will streamline how these projects get done and put real management behind them, with local workers building local infrastructure. And we will end the cycle that has cursed every project before: starting Day One, no rebuilt facility gets accepted unless the money to maintain it is set aside first. We build it once, and we keep it.</li><li>Clean water and real internet, in every community. (First Term) Storm after storm, we rebuild and then watch our systems decay because no one planned for the day after the ribbon-cutting. We will accelerate the full rebuild of St. Croix's water system and our drainage infrastructure, with a maintenance fund built in from the start. And because no child should fall behind for lack of a signal, we will use the broadband dollars already allocated to deliver affordable internet now — to Coral Bay, to Water Island, to the Northside, to every corner that has been left on the wrong side of the digital divide.</li></ul>

“You cannot build a modern future on a crumbling foundation. We will build to last — and, for once, fund what it takes to maintain it.”

Power, Water, and Roads We Can Rely On

<ul><li>Locals first on the rebuild — and we mean it. (Day One) Billions of federal dollars are flowing into these islands to rebuild what the storms took. That is a once-in-a-generation chance to put our own people to work — and the window is closing. The law already says local firms come first on public projects, but the law has not been enforced. That changes on Day One: full enforcement, no free passes for out-of-territory companies that haven't met the standard. We will require that a real share of every large public contract goes to local subcontractors, and we will stand up a program to help our small contractors get the bonding they need to bid in the first place — because too many capable Virgin Islanders are shut out before they even start.</li><li>Cut taxes for our smallest businesses — and pay for it honestly. (First Term) Our smallest businesses are nearly all of our employers, and they are taxed on what they take in before they've paid for a single thing — rent, inventory, payroll. That is backwards, and it punishes the corner store competing against an online giant that pays nothing. We will lift the smallest local businesses out of that tax entirely and stop taxing the goods on their shelves before they're ever sold. But we will not pretend that relief is free. We will reactivate the Tax Study Commission to redesign the whole system so it is fair and it balances — taxing profit and consumption, not survival — so that the help we give Main Street is built to last, not borrowed against the future.</li><li>Put St. Croix's South Shore to work, and speak to the world with one voice. (First Term) St. Croix's south shore — with its deepwater port, its long runway, and thousands of acres set aside by law — could be the most competitive industrial site in the Eastern Caribbean under the American flag. We will put a dedicated team on it, recruit real employers, and stack it with the federal opportunity-zone incentives renewed in 2025 to bring jobs that stay. And we will end the absurdity of our own two port agencies bidding against each other for the same cruise ships: we will bring them under one roof, negotiate as one Virgin Islands, and write into law a fair share of that revenue for St. Croix.</li></ul>

“When our economy grows, that growth should reach the people who live and work here — not absentee investors and out-of-town vendors.”

An Economy Built for Virgin Islanders

ST. THOMAS, U.S. VIRGIN ISLANDS — The two will address supporters during a territory-wide announcement event from 6 p.m. to 8 p.m. at Victor’s Hideout on St. Thomas.“This campaign is about trust, service and the future we can build together,” Roach said. “We are inviting Virgin Islanders from every island, every neighborhood and every walk of life to join us as we begin this next chapter of public service.”Francis, who is currently serving his sixth term in the Legislature of the Virgin Islands — including two terms as Senate President — and who previously served as Commissioner of the Virgin Islands Police Department, said his decision to join the ticket was rooted in shared values and a commitment to public service.“Tregenza Roach and I are ready to meet this moment by serving with purpose,” Francis said. “That means strengthening trust in public service and building a government that’s in service to you, not for the few.”The May 30 event will give Virgin Islanders the opportunity to hear directly from both candidates as they begin their campaign for the Aug. 1 primary election.Supporters, residents, and members of the community are invited to attend in person or to follow the announcement live on the campaign’s official digital platforms. ROACH, FRANCIS TO LAUNCH CAMPAIGN FOR GOVERNOR, LT. GOVERNOR

<ul><li>Fix the hospitals' finances before the new walls go up. (Day One) We are about to spend the largest healthcare investment in our history rebuilding both hospitals — and that is a good thing. But a beautiful new building means nothing if the operation inside it is broken. One of our hospitals collected less than half of what it billed last year. So, on Day One we will bring in a dedicated team to fix how the hospitals bill and collect, recover the money they are owed, and replace political appointees with a professional health board of doctors, finance experts, and community members who actually know how to run a hospital. We fix the engine before we move into the house.</li><li>Build the behavioral health system we have never had. (First Term) We are the only American jurisdiction without a single dedicated behavioral health facility. That means people in crisis end up boarding for weeks in emergency rooms not built for them, or shipped off-island away from their families. That is not care; it is abandonment. We will build the territory's first standalone behavioral health and addiction-treatment facility, stand up a around-the-clock crisis line and mobile response team so a mental-health emergency doesn't have to become a police call, and use available federal dollars to dramatically expand the number of counselors and providers across all three islands.</li><li>Fight Washington for the fair treatment we are owed. (First Term) Our hospitals are still paid by Medicare under formulas written more than forty years ago. Our most vulnerable elderly and disabled residents are still denied the basic income support that every American in the fifty states receives. That is not right, and we will not stop saying so. We will work hand in hand with our congressional delegation to fight for fair Medicare rates, to extend that income support to our people, and to defend the Medicaid funding tens of thousands of Virgin Islanders depend on. A governor cannot pass a federal law alone — but a governor can make sure these islands are never quiet about what they are owed.</li></ul>
