  • Families and businesses continue to face high utility costs, unreliable service, and aging infrastructure. Electricity rates remain among the highest in the nation, while residents expect dependable power and water systems that support daily life and economic growth.

  • We will prioritize accountability, transparency, and long-term planning for utility operations. We will support efforts to improve reliability, strengthen oversight, advance renewable energy projects, and ensure infrastructure investments deliver measurable results for the people of the Virgin Islands.

    Reliable utilities are not a luxury. They are the foundation of economic growth, public safety, and quality of life.

Modernize the Territory's Foundation

First 100 Days

  • The Virgin Islands has received historic levels of federal recovery funding, yet many critical projects continue to move too slowly. Roads, water systems, public facilities, and other infrastructure require both investment and long-term maintenance planning.

  • We will strengthen project management, accelerate the delivery of federally funded projects, enforce local participation requirements where allowed, and require maintenance plans for major infrastructure investments so today's projects do not become tomorrow's problems.

    Infrastructure should be built to last. Every project must improve daily life while protecting taxpayers' investment for future generations.

Bring Services and Opportunity Closer to Home.

  • Access to government services, reliable internet, transportation, and modern communications should not depend on which island you live on. Residents and businesses need better connectivity to fully participate in education, commerce, healthcare, and government.

  • We will expand digital government services, improve broadband access, strengthen transportation connections, and invest in technology that makes government more accessible and responsive. We will continue efforts to ensure residents across all islands can access essential services without unnecessary barriers.

  • We will strengthen disaster preparedness, expand hazard mitigation projects, improve emergency communications, support resilient public facilities, and ensure recovery investments make our islands stronger than before.
