ROACH AND FRANCIS believe in
Every Virgin Islander deserves to feel safe at home, at work, at school, and in their community. A Roach Francis Administration will focus on four priorities: preventing crime, strengthening law enforcement, protecting vulnerable residents, and breaking the cycle of repeat offending. From Day One, we will take a balanced approach that combines accountability, prevention, technology, and community partnership to make our neighborhoods safer.
Light, presence and prevention.
First 100 Days
Families and business owners deserve safe neighborhoods where they can live, work, and gather without fear. Yet broken streetlights, neglected public spaces, and persistent crime hotspots continue to affect communities across the Territory.
We will begin a territory-wide assessment of streetlighting and public safety infrastructure, increase visibility in high-crime areas, strengthen community policing efforts, and support initiatives that help neighborhoods become safer and more secure.

Support the Officers Who Protect Our Communities.
First 100 Days
The Virgin Islands Police Department continues to face staffing shortages, recruitment challenges, and increasing demands on its officers. Public safety depends on having the personnel, training, technology, and resources necessary to respond effectively.
We will strengthen recruitment and retention efforts, expand career pathways into law enforcement, modernize equipment and technology, and support reforms that improve accountability and public trust.
A safer Virgin Islands requires a professional, well-trained, and properly supported police force.
Treatment, second chances, and zero tolerance for trafficking.
Human trafficking, child exploitation, and crimes against vulnerable individuals have no place in our Territory. Protecting victims and preventing exploitation requires coordination among law enforcement, service providers, schools, and community organizations.
We will strengthen partnerships with federal agencies, expand victim support services, increase public awareness and prevention efforts, and ensure that anti-trafficking initiatives receive the attention and resources they deserve.
Public safety means protecting those who are most vulnerable and holding offenders accountable.
Create Pathways to Rehabilitation and Recovery.
Public safety is strengthened when fewer people return to crime. Individuals leaving incarceration often face barriers to employment, housing, treatment, and support that increase the likelihood of reoffending.
We will expand reentry services, strengthen workforce and training opportunities, support substance abuse treatment and recovery programs, and partner with community organizations to help individuals successfully reintegrate into society.
Reducing crime requires more than enforcement alone. It requires creating opportunities for people to rebuild their lives and contribute positively to their communities.
