A strong community is measured by how it cares for its families, seniors, and most vulnerable residents. A Roach Francis Administration will focus on four priorities: supporting seniors and caregivers, expanding housing and affordability, strengthening food security, and investing in healthier, more connected communities. From Day One, we will work to improve quality of life, expand opportunity, and ensure every Virgin Islander can live with dignity and security.

Our senior population is growing, but many families struggle to access the care and support their loved ones need. Limited long-term care options, caregiver challenges, and gaps in community-based services often leave families with difficult choices.
We will make expanding senior services a priority by pursuing additional federal resources, strengthening caregiver support programs, accelerating senior housing and care projects already underway, and working to provide more options for seniors to receive care in their homes and communities.
Every Virgin Islander deserves the opportunity to age with dignity, independence, and the support they need close to home.
Help Families Build Stability.
Housing costs continue to place significant pressure on working families, seniors, and young adults seeking to build a future in the Virgin Islands. At the same time, the Territory faces ongoing challenges related to homelessness, housing availability, and pathways to homeownership.
We will expand affordable housing opportunities, strengthen support for first-time homebuyers, increase access to housing assistance programs, and work with public, private, and nonprofit partners to address homelessness and housing insecurity.
Strong communities begin with stable housing. Every family deserves a safe and affordable place to call home.
Build a More Self-Sufficient Virgin Islands.
The Virgin Islands imports most of the food we consume, making families vulnerable to supply chain disruptions, rising prices, and external economic pressures. Strengthening local agriculture is critical to both food security and economic resilience.
We will support local farmers, expand agricultural infrastructure, strengthen farm-to-market opportunities, increase access to locally grown food, and pursue policies that help make agriculture a more viable industry for future generations.

Create Places Where Families Can Thrive.
Strong communities require more than services alone. They need parks, recreation, transportation, vibrant town centers, accessible public spaces, and opportunities for people of all ages to participate fully in community life.
We will invest in parks and recreational facilities, improve accessibility for seniors and persons with disabilities, revitalize historic town centers, strengthen transportation options, support community development initiatives, and ensure all three islands receive fair and equitable attention.
